## Summary

The Driver & Vehicle Licensing Agency (DVLA) has completed the procurement process for the provision of cloud-based online training licences. The process, classified under Specialist Training Services (CPV code 80510000), involved a direct procurement method through a single tender action (below threshold). The contract, valued at £34,300, is scheduled to commence on 30th June 2024 and end on 29th June 2025. The DVLA, located in Swansea, Wales (SA6 7JL), required 70 licences at the initial contract award with the option to call off an additional 100 licences during the term, and the same for a potential second year. The awarded contract aims to provide high-quality training for ITS staff in platforms such as AWS, Docker, Kubernetes, Microsoft Azure, and Linux, essential for ongoing professional development and certification.

This opportunity opens avenues for businesses specialising in cloud-based online training and IT certification programmes. Small and medium-sized enterprises (SMEs) stand to benefit, especially those with expertise in providing flexible, on-demand training solutions that integrate seamlessly into existing professional development frameworks. Businesses that can offer high-quality content designed by world-renowned specialists will find this contract aligns well with their capabilities, enabling them to contribute to the DVLA’s continuous improvement of IT services. The direct procurement method suggests a potential for streamlined processes and fewer barriers to securing similar future engagements with public sector entities.

## Notice

ITS require a flexible 1-year call-off contract with option to extend for additional 12 months. 70 licences are to be available at point of contract award and the ability to call off another 100 licences as required throughout the contract term. The same initial number of licences (70) and option to call-off 100 additional licences is required for Year 2. The requirement is to provide ITS staff with high quality training through the provision of specialist training programmes on a range of courses, with high quality content designed by world renowned specialists in their field. This includes Amazon Web Services (AWS), Docker, Kubernetes, Microsoft Azure and Linux provided via the A Cloud Guru learning management system. Access to high quality on-demand online courses allows training to be accessed quickly to accommodate the constant changes in technology. These licences are needed to validate capability and associated skill sets as part of continued professional development programme within ITS meeting both staff and business needs, supporting ITS in delivering IT services across DVLA, and the completion of courses can lead to certification which is a key part of ITS' IT forward plan. There is an absolute need for flexibility when training is undertaken to minimise impact on operational services, therefore the provision of an online on demand training facility is essential.
