## Summary

Hull City Council has successfully completed the procurement process for a cycle-to-work scheme under the ESPO Staff Benefits Framework, valued at £100,000. This contract, awarded to Halfords Group PLC, follows a direct procurement method and was published on 5th July 2018. The contract period runs from 18th June 2018 to 17th June 2020, and it is classified under the CPV category for sickness benefits. The services are to be delivered in the Yorkshire and the Humber region of the United Kingdom, with the tender period closing on 14th June 2018.

This contract presents a significant opportunity for businesses specialising in employee benefits and sustainable transportation solutions, particularly those that can offer cycle leasing and related services. Organisations with experience in salary sacrifice arrangements, along with strong supply chain management capabilities, would be particularly well-suited to compete for similar future contracts, as they can effectively support council efforts to promote health and well-being among employees through enhanced cycle access.

## Notice

CONTRACT AWARD - Via the ESPO Staff Benefits Framework - (Cycle to Work Salary Sacrifice Scheme) - A cycle to work scheme allows employees to hire their cycle from their employer over a 12 month period. The employee hires the equipment from their employer. The employee must use the bike to travel, at least in some part, between home and work. The employer pays the value of the equipment at the start of the agreement. All costs for the cycle are paid back to the employer from salary under a salary sacrifice arrangement. The hire agreement is for a period of 12 months. The transfer of ownership at the end of the scheme is managed by the supplier. At the end of the hire period the employee can return the cycle or keep it subject to the payment of a nominal amount.
