## Summary

The procurement process titled "Carbon Emissions Factors Update" is initiated by the Business Energy and Industrial Strategy (BEIS) and focuses on enhancing the UK Greenhouse Gas Inventory by updating carbon emissions factors (CEFs). This tender falls under the research and development consultancy services industry category and is located in London, England. The procurement is currently in the Tender stage, with proposals due by 28 June 2017. The contract is expected to commence on 17 July 2017 and conclude by 2 October 2017, with a total estimated value of £30,000.

This tender presents significant opportunities for businesses specialising in environmental consultancy, carbon accounting, or greenhouse gas reporting methodologies. Companies with experience in researching and developing scientific assessments of emissions factors would be particularly well-suited to compete. The nature of this contract may benefit small and medium-sized enterprises (SMEs), enabling them to contribute towards the UK's climate change commitments and enhance their portfolios through fruitful governmental collaborations.

## Notice

Updating the carbon emissions factors (CEFs) underlying the UK Greenhouse Gas Inventory. CEFs describe the fraction of carbon which is emitted when fuels are burned. This is to ensure that the Inventory uses the most robust and up to date carbon emissions factors (CEFs) in calculating GHG emissions from the combustion of fuel in the UK. Carbon Emissions Factors (CEFs), are a coefficient which is used to derive the weight of carbon produced when a given weight, of a fuel is burned or the fraction of carbon emitted from burning fuels, and have the units kt/mt fuel consumed. The CEFs come from an assessment provided predominantly by industry and market sources for fuels accounted for in the Inventory. The evidence behind the UK-CEFs which are not covered by EU-ETS have not been reviewed since 2004 and this work seeks to fills this gap. You may wish to refer to the report "Review of UK-specific GHG Emission Factors & Update of IPCC Default Emission Factors" Tenderers may find it useful to refer to the government's 2016 Greenhouse Gas Reporting Conversion Factors and government guidance for EU-ETS sources on Carbon Emissions Factors. The UK's GHG Inventory is the main method by which the UK tracks progress towards the emissions reductions targets it is committed to, as a signatory of the Kyoto Protocol and Paris Agreement, and under the UK's Climate Change Act. It is therefore important to ensure that the UK's GHG Inventory is as scientifically accurate as possible, and is based on the most up to date scientific research. The UK's continued compliance with international inventory reporting guidelines shows its commitment and ambition to reduce the impacts of climate change. In order to meet the project's aim this review will either justify, or create a plan to update, a specified sub-set of CEFs for certain fuels used in the UK's official GHG Inventory. The outputs of this work will be used as the basis for GHG emissions estimates, within the UK Inventory. Ideally the results will be incorporated into the 2018 Inventory submission. Additional information: If you wish to take part in this procurement please see the attached Tender documents attached to this Notice and send your completed proposal to Beth O'Connell at Beth.OConnell@beis.gov.uk. Any late submissions will not be considered. BEIS reserves the right to halt the procurement process and to not award a contract. BEIS will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon BEIS Standard Terms and Conditions or the Short Form Terms and Conditions, which are available on Contracts Finder with this notice. Completed tender submission must be returned by email to Beth.OConnell@beis.gov.uk After reviewing and evaluating the written proposals, BEIS may decide to hold bid clarification meetings with suppliers. If successful and upon contract signature, the supplier is expected to attend a kick-off teleconference in the week beginning 10th July 2017. Project completion is required by 19th September 2017.
