Work is at an early stage and the task is to present analysis of the underlying market failure which hinders the use of space data and applications by other sectors of the economy beyond space, the trade-offs and brief feasibility assessments of different interventions to correct this failure, and provide a range of options and recommendations for different approaches to a programme.
