## Summary

Housing & Care 21 is procuring flooring services for its Central Region as part of an ongoing investment in upgrading its housing stock to provide modern living spaces. The tender, titled "Flooring - Central Region," is at the Tender stage and is estimated to be valued at £1,100,000, with a minimum contract value of £900,000. The procurement process employs a Restricted Procedure (Sub-OJEU) method, and the tender period is set to conclude on 10th August 2018. The contract will commence on 5th November 2018 and run until 4th November 2021. Companies will be working across various locations including the United Kingdom and potentially Europe, as they provide flooring services across the Housing & Care 21 estate.

This tender presents significant opportunities for flooring suppliers, particularly those with experience in providing comprehensive service packages that include sourcing products, full installation, and environmentally responsible waste disposal. Small and medium-sized enterprises (SMEs) are encouraged to apply, and businesses that can demonstrate the capability to meet the health and safety requirements for vulnerable residents will find themselves well-placed to compete. The project aims to appoint multiple suppliers, thereby widening the chances of securing work within this substantial refurbishment initiative.

## Notice

Housing & Care 21 are currently investing significantly in their existing housing stock, with a view to providing practical and modern living spaces for their residents. As part of a five year programme (of which we are currently in year three), Housing & Care 21's Design Team have led a makeover project to update and redevelop shared and communal spaces across its Retirement Housing and Extra Care stock. Many of these properties have been in Housing & Care 21's portfolio for many years, and as a result are showing significant signs of wear. Each makeover comprises the repainting/redecoration of the required rooms/areas, the partial or full replacement of the flooring and the purchase and installation of furniture, window treatments and artwork. Flooring suppliers are expected to work with the Interior Designer and the Technical Surveyor assigned to each court/scheme to ensure the completion of this area of the project within allotted timescales. The supplier should be able to source the required products for each site at competitive prices and provide a full removal and installation service. The objective of this tender is to appoint two suitable flooring suppliers across three regions of the Housing & Care 21 estate (North, Central and South). There will be no limitations applied to the number of regions a supplier can bid for. Any suppliers who believe they can service every region requested should be able to highlight how this can be achieved as well as highlighting areas of the country that they may struggle to service. Every potential supplier should be able to provide a comprehensive and high quality flooring service, working in conjunction with Housing & Care 21's Design Team and Building Surveyors during the makeover process at each scheme/court. Suppliers will be expected to accurately measure floor space when pricing up a project to ensure costs and wastage are kept to a minimum, supply and fit flooring as per the requested specification for each project, make good all flooring prior to fitting (including screeding and glue scraping) and remove and dispose of the existing flooring at a site in a safe and environmentally friendly manner. Due to the age and vulnerability of Housing & Care 21's residents, all suppliers should be able to supply and work to the appropriate Health and Safety provisions for their service. Where possible allowances should be made by contractors to ensure residents are able to conduct their daily business without any disruption.
