## Summary

National Highways has awarded a contract for the 'S30002 South East Operations Tunnels & Technology Client Technical Assurance' project, classified under Development Consultancy Services (CPV code 73220000). Situated in England, the project will take place in the South East and requires participation in locations such as Maidstone, Guildford, and Basingstoke. The procurement, managed through a call-off from a framework agreement with a selective procurement method, was concluded on 8th October 2025. The contract spans from 7th October 2025 to 31st July 2031, with a total value of £14.4 million. The winning bid by WSP UK LTD, announced on 7th October 2025, secured an initial contract value of £6.87 million for the first section of this phased award.

This tender offers substantial opportunities for businesses involved in technical consultancy and infrastructure development, particularly those with expertise in tunnels and roadside technology. It is well-suited for medium to large enterprises, especially those capable of providing full-time technical resources and possessing a solid understanding of asset management in these domains. Given the strategic significance and extended timeframe, the project provides a platform for technical firms to establish long-term partnerships and influence future phases of technology integration in national infrastructure projects.

For bidding purposes, we ask that bidders set out a service proposal over the 6 year period using the requirements set out in the resource schedule. We request that bidders provide an overall costed WPPS for the entire 6 year period and separate costed WPPS for each year which will be termed sections of the overall bid.
