## Summary

The Royal Borough of Kingston upon Thames is inviting tenders for the "Voluntary Community and Social Enterprise (VCSE) Sector Commissioning 2023 - Phase 3" procurement, focusing on health and social work services. The procurement method is an open procedure with a value of £6,366,000. The contract period starts on 1st April 2024 and ends on 31st March 2029. The tender deadline is 24th November 2023. This phase involves seven proposed commissioning themes and invites bids for specific lots related to services such as information, advice, social care, and support for vulnerable populations.

This tender opportunity from The Royal Borough of Kingston upon Thames presents a significant chance for SMEs and VCSE organisations to contribute to community well-being and social services. Businesses offering information, advice, social care, transport, and community support are well-suited to compete in this opportunity. The procurement process aims to build on the response to the Covid pandemic and involves co-designed service priorities to address critical community needs. By participating, businesses can not only contribute to important social causes but also access a significant contract and contribute to local service provision in Kingston.

## Notice

The Voluntary, Community and Social Enterprise Sector (VCSE) plays a vital role in Kingston supporting some of the borough's most vulnerable residents. The sector has played a crucial role in the Kingston Covid response and continued funding of local Voluntary Community Sector organisations is an important part of ensuring the Council has an effective approach to early help and prevention. These proposals build on learning from the Covid response, the priorities of the Communities Taskforce, the recommendations from Seizing the Moment, and sector best practice. The service priorities, specification requirements and monitoring approach have been co-designed with the sector. A phased approach to the commissioning process has been adopted, with some contracts falling into Phase 1, 2 and 3, and others into further phases during 2024. The following contracts are included in Phase 3: 1. Lot 4a - Provision of Core Information, Advice and Guidance 2. Lot 4b - Provision of Core Information Advice and Support for Older People 3. Lot 4e - Specialist IAG Services Relating to the delivery of the Warm Homes, Better Health, Home Visiting Scheme 4. Lot 5a - Provision of Adult Social Care Transport 5. Lot 5b - Older People Prevention and Community Support 6. Lot 5c - Respite Services 7. Lot 10a - Specialist IAG and Services to Support the Single Homeless Pathway This procurement process is in relation to Phase 3 only. There are seven (7) proposed commissioning themes. Each commissioning theme has lots which indicate the type of service provision required. This assists us in focusing our intentions into areas of need. Tenderers will be required to set out in their Tender which theme lot/s they are bidding for.
