This opportunity aims to provide a full blockchain forensic investigation capability, including address clustering and automated cross-chain tracing. The engagement end date for this exercise is 20 January 2023. The tender falls under the industry category of Software package and information systems. The City of London Corporation is the buying organisation for this procurement at the planning stage of the process. ## Notice The City of London Police is looking to conduct a soft market testing exercise (SMT) as part of the NPCC Cybercrime Programme for Blockchain forensic investigation software as a service (SaaS) to be used throughout the UK by 43 police forces and ROCUs (Regional Organised Crime Units) as well as other law enforcement agencies. This service should include a full blockchain forensic investigation capability as well as a blockchain identifier triage capability. We are looking for a service that evolves with the rapid innovation in this area to keep UK law enforcement at the cutting edge of blockchain investigation. The full blockchain forensic investigation capability should cluster addresses using proven heuristics, support all popular blockchains, tokens and non-fungible tokens, have industry leading attribution to known entities and support automated cross chain/asset tracing. The triage capability should cover a wide range of blockchains, tokens and NFTs. It should ingest a range of blockchain identifiers including but not limited to, addresses, transaction hashes, and extended public keys. It should use automated tracing across blockchains and tokens to producing a single comprehensive intelligence report that can inform investigative decisions. Additional information: Please note that this soft market testing (SMT) exercise is being undertaken using the electronic tendering system Capital eSourcing (www.capitalesourcing.com). Participants should register as a supplier on the portal using the aforementioned URL/link (if not already), then search for the opportunity titled using the Reference number stated below. If your organisation would like to participate in this soft market testing exercise, it can do so by downloading, completing and returning the SMT Questionnaire which can be found on the City's eProcurement portal at: www.capitalesourcing.com and use the Reference number: prj_COL_21536 or itt_COL_16671. Organisations must submit their completed SMT Questionnaire via the capital eSourcing portal www.capitalesourcing.com, together with any supporting documents via the system by the return deadline of 20 January 2023 12:00 noon in order to participate and registration is free. SMT Questionnaire(s) cannot be uploaded after the return deadline. The City will not be held accountable for any errors made by an organisation in submitting their applicable SMT Questionnaire(s). Participation or non-participation in the SMT shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the SMT shall place any supplier at an advantage in a potential procurement process. Participants will not be prejudiced by any response or failure to respond to the SMT or failure to attend any follow up interviews that may be arranged at the absolute discretion of the City. Participation in this SMT will be at each organisation' s own cost. No expense in responding to this SMT will be reimbursed by the City. The City will consider the feedback received as part of this SMT to help inform its options and decision making.
