## Summary

The procurement process for the "Torpoint Ferry Refits 2018-2020" project is initiated by Cornwall Council, with a total contract value of £2,528,129. This project falls within the ferry repair services industry category and is located in South West England. The tender was awarded on 9 January 2018 and is set to run until 31 May 2021. The procurement method used was an open procedure, and the tender period concluded on 31 October 2017. The Tamar Bridge and Torpoint Ferry Joint Committee oversees the operational aspects of the ferry services.

This tender presents significant opportunities for businesses engaged in marine repair services, especially those with expertise in ferry maintenance and dry docking. Companies that specialise in maritime engineering, vessel safety inspections, and refurbishment of marine vessels will find this contract particularly suited to their capabilities. Small and medium-sized enterprises (SMEs) looking to expand their portfolios in public sector contracts should consider this opportunity as a means to enhance their business growth within the marine sector.

## Notice

The Torpoint Ferry Service is operated by the Tamar Bridge and Torpoint Ferry Joint Committee on behalf of Cornwall Council and Plymouth City Council. The Service operates 24/7, 365 days a year, linking Plymouth with South East Cornwall, utilising up to 3 Chain Ferries at peak times. The Ferries have been in service since 2004/5 and each ferry carries a maximum of 73 vehicles. The vessels require dry docking every 5 years to enable the classification society (Lloyds Register) to complete mandatory surveys and for the Marine Coastguard Agency (MCA) to complete inspections, both of which provide assurance of Vessel safety and material state. In addition, the dry docking is also the only opportunity to renew underwater coatings and to complete maintenance and defect rectification on systems and equipments that cannot be undertaken in service or afloat. The proposed programme of refits is: Plym II, September/ October 2018; Tamar II, April/May 2019; and Lynher II, April/ May, 2020. The refits cycle time should be no greater than 28 calendar days from removal of each Ferry from its chains to reinstatement and full return to service. Tamar Bridge and Torpoint Ferry Joint Committee (TB&TF) will provide the technical supervisory role at the refit location. There will be a requirement to integrate TB&TF staff maintenance activity, within the overarching refit project management plan. TB & TF will assist with provision of certain spare parts and also will advise on particular specialist sub- contractors that may be required to undertake specific tasks.
