## Summary

The General Medical Council (GMC) has concluded an open procurement process for "Online Legal Research" services within the legal advisory and information services category. The tender, valued at £55,000, was awarded on 30th October 2024 and will commence on 7th November 2024, running until 6th November 2026. The GMC sought services to provide 24/7 online access to extensive UK case law, consolidated legislation, and legal training resources. The required coverage includes the House of Lords/Supreme Court, Privy Council, Court of Appeal, Queen's Bench Division, the Employment Appeals Tribunal, and the European Court of Justice; the contract also includes potential additional services related to judicial review, regulation of healthcare professionals, and the Civil Procedure Rules. The awarded supplier for the contract is Relx (UK) T/A LexisNexis.

This tender provides significant opportunities for businesses specialising in legal information services to expand their reach and enhance their market positioning by providing essential research tools and training to a substantial client such as the GMC. SMEs are particularly encouraged to engage in such procurement processes due to the accessibility and suitability provisions included, fostering diverse competition. Companies able to offer comprehensive legal databases, coupled with training solutions, would find this contract highly pertinent. The focus on essential case law and legislative resources, as well as additional options for journal services, aligns well with firms seeking to expand their legal information service offerings to sizeable professional organisations.

## Notice

The strategic context The GMC has the requirement to access the following legal research online on a 24/7 basis: - Access to extensive UK case law - Access to consolidated legislation. Scope of requirement Suppliers will be asked to set out the coverage they provide, but as a minimum to cover: - House of Lords/Supreme Court and Privy Council - the Court of Appeal - Queen's Bench Division - The Employment Appeals Tribunal; and - the European Court of Justice. The GMC requires appropriate training to be available at both the initiation of the contract and for the purpose of supporting new users through the life of the contract. Training by video link is acceptable. However, any on-site training would be at GMC's offices in Manchester (3 Hardman Street, Manchester M3 3AW). The GMC is seeking an optional service for journals (priced separately, if it attracts an additional cost). The journals we are interested in relate to: Judicial Review, Regulation of Healthcare Professionals and the Civil Procedure Rules (CPR).
