## Notice

Highways England wishes to procure a contract for the provision of services to develop an enabling package of works, in which the activities, risks and challenges in rolling out stopped vehicle detection (SVD) across the smart motorways programme will be identified and resolutions planned. A feasibility study has previously been carried out which assessed the suitability of off-the-shelf technology retro-fitted at two all lane running (ALR) sections on the M25 (J5-6 & J23-27). The feasibility study determined that SVD is a workable solution that can support mitigation of some of the risks associated with stationary vehicles, by providing alerts to an existing RCC interface. Following the study and the generation of a supporting business case, a decision has been made to roll out radar based technology onto operational ALR sections of smart motorways. The roll-out of the technology is intended to reduce the risk to broken down vehicles in live lanes, particularly in low flow conditions, by alerting operators of the presence of a stopped vehicle in order that the appropriate operational incident response can be enacted. The requirement to implement SVD within smart motorways projects has been incorporated into the smart motorways programme through the recent revisions to IAN161/15 (Major Projects Instruction 66). A previous SPaTS task (1-301) was carried out to identify the activities, risks and challenges in rolling out SVD across the smart motorways programme. The task outlined within this scope of works will expand on work done to date by continuing the development of assumptions and identification of enablers so that a robust rollout strategy and plan can be delivered. Highways England wishes to reduce mobilisation effort and take advantage of the resulting efficiencies in carrying out this task.
