## Summary

This contracting process is spearheaded by Kier Infrastructure and Overseas Limited - CP7 NWC for the "Manchester Airport Piling ECI" project within the piling industry sector. The procurement pertains to works necessary for the expansion and enhancement of platform capacity at Manchester Airport Station, located in the North West of England. The project is in the tender stage and expressions of interest for early contractor engagement are being sought. Pertinent dates include the tender period ending on 11th October 2024, and the contract period running from 27th January 2025 to 31st December 2028. The project's estimated value is between GBP 2,500,000 and GBP 5,000,000.

This tender represents notable opportunities for construction and engineering firms specialising in piling works, especially those with experience in large-scale infrastructure projects. Companies capable of providing a comprehensive piling solution, including CFA piles and retaining walls, will find this project especially fitting. Firms that can demonstrate effective risk management, compliance with Network Rail standards, and meaningful past project insights will be strongly positioned to compete. The project's strategic significance within the Manchester and North West Transformation Programme (MNTP) offers potential for long-term involvement and substantial business growth.

## Notice

The planned introduction of longer train services to the Airport in response to future demand growth will mean that double stacking arrangements of trains as currently used will no longer be viable. Through the project's Delivery Steering Group, Northern and TransPennine Express have carried out analysis which has identified that additional platform capacity is needed at the airport in order to realise the full benefit of longer train services serving the airport. The scheme is part of a package of proposed measures in the Manchester area that are being designed/planned to boost capacity and resilience, emanating from the Cross Manchester Capacity and Reliability Improvement Study. Improving the operation of train services in the centre of Manchester and providing further capacity at Manchester Airport station, aligns with the strategic aims of Network Rail, TfGM, TfN and the wider industry. This project in in Tranche 1 of the Manchester and North West Transformation Programme (MNTP): A remodelling of the station at Manchester Airport, specifically a platform addition or extension of multiple platforms, or provision of a new turnback facility, will be essential to accommodate the planned implementation of longer rolling stock services. The redevelopment of these platforms will enable permissive working of two 6x24m (144m) trains, in two of the four platforms at the Airport Station. This will allow for the unaltered retention of all existing TOC services both originating and terminating at the Airport Station under 'double-stacking' conditions. Kier are seeking expressions of interest for early contractor engagement in relation to the piling works at Manchester Airport. The piling package will consist of a 350m contiguous pile retaining wall of 900mm diameter CFA piles to a depth of up to 18m. The ECI works shall consist of: - Piling Rig Type (We have currently assumed SR95) - Piling duration (No of piles per day) - Working area required around the rig due to site constraints - Understanding of key risks and mitigations to comply with Network Rail Standard NR/L3/CIV/0063 Issue 2 - Temporary Works requirements - Piling Matt - Working in the vicinity of buried services - Pile deflection - A review of any similar example projects & Lessons Learnt Intent to award ECI contract to support a main consultant designing these works and ultimately leading to the installation works.
