A more effective delivery of the new universal service will also identify families in need of additional support and those children and young people who are at risk of poor health and wellbeing, and provide support that leads to improved outcomes so that they have every chance to succeed and be happy. We are therefore seeking to scope out what is currently being delivered and what the potential is to expand this offer.
