## Summary

Hampshire County Council is facilitating a procurement process for the provision of Cyber Security Monitoring, Alerting and Testing Software. This contract aims to protect the council's IT services from sophisticated cyber-attacks by using software to monitor for potential threats and provide a cyber incident response service. The procurement falls under the industry category of software package and information systems and is taking place in Winchester, England. The procurement method used was a selective call-off from a Crown Commercial Services framework agreement. The tender was completed with an award date of 1st October 2025, and the contract runs from 19th December 2025 to 31st December 2028.

The contract, valued at £838,000, was awarded to Dell Corporation Limited, a large-scale supplier. This opportunity highlights potential growth for SMEs in the cyber security and IT service sectors, as Hampshire County Council demonstrates an ongoing commitment to defending against cyber threats. Although the procurement process was selective, SMEs specialising in computer support services or related software could consider aligning with framework agreements to participate in future opportunities. Being part of such a substantial public sector collaboration can offer substantial exposure and credibility in the cyber security industry.

## Notice

Monitoring, Alerting, Scanning and Reporting of HCC IT services is vital to protecting HCC against cyber-attack and to ensure HCC meets its legal, contractual and partner obligations. In recent years we have seen a significant rise in Cyber Security related incidents affecting the public sector, as well as a marked increase in the number of attacks targeting national infrastructure and local government. These incidents are becoming more frequent, but they are also becoming increasingly sophisticated and appear to be carried out by advanced, persistent threat actors that have access to considerable resources. As a response to this increase in targeted attacks on local government, the National Cyber Security Centre (NCSC) and Local Government Association (LGA) recommend that local government organisations ensure that they have the knowledge, means and support to effectively defend themselves against determined adversaries and relentless cyber-attacks. This contract provides software licences to monitor for Cyber Attacks and provides a Cyber Incident Response service for the Authority. Additional information: This contract was procured using the Crown Commercial Services Technology Products and Associated Services 2 Framework, Lot 3 Software
