The procurement is in the tender stage and is being conducted in accordance with the Light Touch Regime. The contract is valued at approximately £365,000 and is slated to begin on 1st July 2025, running until 30th June 2027. Interested businesses should submit their tenders by 17th March 2025. The services will be delivered across Wales, targeting online rehabilitative courses for primarily males over the age of 25, with potential courses for females as well.

This tender presents a substantial opportunity for businesses specialising in educational and rehabilitative services, particularly those experienced in working with offenders. It is an ideal opportunity for small and medium-sized enterprises (SMEs) looking to expand their scope within the justice sector. Businesses capable of delivering self-funded, "offender pays" educational courses that address offending behaviour and aid in community rehabilitation are well-suited to compete for this contract. The initiative will allow businesses to play a pivotal role in reducing reoffending rates while ensuring that the services provided align with proven 'what works' processes.
