## Summary

Cheshire East Council is initiating a Dynamic Purchasing System (DPS) for the provision of care, support, and accommodation services targeting adults and young people aged 16 and over with complex learning disabilities, physical disabilities, and mental health needs. This procurement process is currently in the active tender stage, with submissions closing on 17 September 2018. The total contract value is estimated at £370 million, supported by a minimum threshold of £300 million. The procurement method is selective, following a restricted procedure, and the services are classified under health and social work services (CPV code: 85000000). The contract period is scheduled to commence on 26 November 2018 and run until 25 November 2021.

This tender presents significant opportunities for businesses, particularly small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) that specialise in health and social care. Companies adept at delivering personalized care and support services, as well as those experienced in working with individuals facing various challenges, are well-positioned to compete for this contract. Participating in this procurement can enhance service offerings, expand market presence, and contribute to fulfilling the important social objectives of supporting vulnerable populations in the community.

## Notice

Cheshire East Council is seeking to establish a Dynamic Purchasing System (DPS) for the future procurement of care and support services for individuals eligible for Adult and Children's social care support, including those individuals in transition to adulthood (16+) who have a learning disability, physical disability and/or mental health needs. The DPS will also support the key priorities of the Transforming Care Programme which is underpinned by the principles set out in 'Building the Right Support' a national plan to develop community services and reduce the number of inpatient facilities for people with a learning disability and/or autism who display behaviour that challenges - including those with a mental health condition. The service model includes all people of all ages and those with autism (including Asperger syndrome) who do not also have a learning disability (as well as those who have both a learning disability and autism), and includes those people with a learning disability and/or autism whose behaviour can lead to contact with the criminal justice system. Additional information: Bidders must complete the on line Service Questionnaire located on The Chest
