## Summary

The PROCUREMENT process led by Westminster City Council focused on selecting a main contractor for refurbishing temporary accommodation properties. This procurement, valued at £216,000,000, falls under the category of Refurbishment Work (CPV 45453100) and utilises a call-off from a framework agreement. The competition was conducted under the PfH Responsive Repairs and Void Property Services Framework, specifically Lot 2, which includes 15 experienced contractors for Inner London. Thirteen suppliers expressed interest, with seven bids received by the due date of 26 January 2024. The final award, based on an evaluation criteria of 70% Quality/Technical and 30% Price/Commercial, was made to Axis Europe Plc. The contract period spans from 1 July 2024 to 30 June 2027, with an option to extend to 30 June 2030, subject to the Council's discretion.

This tender opportunity presents significant growth potential for businesses focused on refurbishment projects, particularly those experienced in the social housing sector. Small and medium-sized enterprises (SMEs) are well-suited to compete, given the preference for local, experienced contractors as indicated by Procurement for Housing's framework composition. The dedicated resources required include labour and materials, underscoring the need for businesses equipped to manage end-to-end refurbishment and coordinate sub-contractors. Additionally, the project underscores a commitment to modern slavery prevention, social value, and carbon reduction, aligning with broader social responsibility goals which can enhance a business's reputation and market standing.

## Notice

Westminster City Council undertook a mini competition under the Procurement for Housing ("PfH") Responsive Repairs and Void Property Services Framework, a national procurement consortium dedicated to the social housing sector split into five lots. In this instance, the Council relied on Lot 2 - Void Property Refurbishment which provide end-to-end management of refurbishment works (internal and external) required within empty properties. Lot 2 includes 15 experienced contractors for Inner London where the majority of suppliers are small or medium enterprises (SME). All 15 framework suppliers were invited to express interest, and ultimately 13 framework suppliers were invited to the opportunity. The Council received seven bids by the due date. However, one bid was non-compliant and excluded from the evaluation process. The evaluation criteria was 70% Quality/Technical and 30% Price/Commercial. Modern slavery, social value and carbon reduction commitments were included in this procurement activity. The main contractor will be responsible to undertake refurbishment of newly acquired properties for use as temporary accommodation over three years from 01 July 2024 to 30 June 2027 with the option to extend for up to an additional three years to 30 June 2030 at the Council's discretion. The main contractor will provide a dedicated resource to support the programme delivery, labour, and materials to refurbish properties to a defined standard and manage sub-consultants and sub-contractors as required.
