## Summary

The Merseyside Waste Disposal Authority (MWDA) has initiated a procurement process titled "Journey of Recycling 2026-28," focusing on advertising and marketing services. This tender is set in the North West region of the United Kingdom and is currently in the tender stage, having been published on 5th May 2026. The procurement is conducted via an open procedure below the threshold, inviting applications until 4th June 2026, with a contract period from 29th June 2026 to 31st March 2028. The project entails two phases of a recycling awareness campaign, engaging services to manage and animate content for dissemination through digital advertising channels, including Google and social media platforms during specified timelines in 2026 and 2027.

This tender offers substantial opportunities for growth, particularly for small and medium-sized enterprises (SMEs) adept in digital marketing and project management. By providing services for the MWDA's recycling campaign, businesses can leverage their expertise in creating engaging content to promote environmental initiatives. Companies with experience in developing social media strategies and managing advertising campaigns will be well-positioned to benefit. This opportunity not only promises immediate business engagements but also positions participants as key partners in ongoing government-supported recycling and sustainability efforts in the Liverpool City Region.

## Notice

Merseyside Waste Disposal Authority (MWDA) is a statutory waste disposal authority which, with its District Council partners, takes a lead in advocating and delivering recycling, waste prevention, and the safe and effective disposal of household waste for the residents of Merseyside and Halton - together, the Liverpool City Region (LCR). MWDA is seeking to engage an organisation who will be able to effectively manage external services and suppliers throughout all aspects of the campaign and display strong overall project management. MWDA runs public awareness and engagement campaigns through the Authority's Recycle Right and Zero Waste LCR brands. MWDA would like to run a campaign via Recycle Right in two phases - Phase 1 during July 2026 - October 2026, and Phase 2 during April 2027 - September 2027. Phase 1 of the campaign will require the successful organisation to animate a new Journey of Recycling video, with a focus on updating information featured within the most recent Journey of Recycling animation to factor in additional materials which can now be recycled via kerbside collections across LCR, following the implementation of Simpler Recycling legislation from UK government. A suite of social media assets will also need to be created for advertising purposes, with the aim to engage LCR residents and direct them to the new Journey of Recycling animation on the MRWA YouTube channel and/or Journey of Recycling pages on the Recycle Right website. Phase 1 will culminate with a one-month digital advertising campaign, which will launch from the start of Recycle Week (Monday 14th September) and will finish on Sunday 11th October 2026. The ads will be run through Google (Display Network and/or YouTube) and the Recycle Right Meta channels (Facebook and Instagram). A report providing insights on user engagement and demographics will be required upon completion of the campaign. Phase 2 of the campaign will require additional animation work to provide information on flexible plastics (plastic film packaging and plastic bags), which are legislated by UK government to be collected from residential properties from 31st March 2027. Phase 2 will culminate with a three-month digital advertising campaign, which will launch in July 2027 and end upon the completion of Recycle Week during September 2027 (date TBC). The ads will again be run through Google and the Recycle Right Meta channels (Facebook and Instagram). A report providing insights on user engagement and demographics will be required upon completion of the campaign.
