## Summary

National Highways is in the planning stage of procuring the National Highways Vehicle Recovery Contract (4th Generation) - Market Engagement, specifically targeting the breakdown and recovery services for motor vehicles industry. This contract will span multiple regions across the United Kingdom, including the North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, London, South East, and South West. The end date for supplier engagement is set for 10 January 2025. Following this engagement period, the tender is expected to be issued around mid-2025, with a mobilisation phase leading up to the contract's anticipated go-live date on 1 July 2026. The procurement process is currently in its preliminary market engagement phase, inviting suppliers to participate via a questionnaire and provide feedback to help shape the final contracting model.

This tender offers significant growth opportunities for businesses involved in motor vehicle recovery and debt recovery services. SMEs are particularly encouraged to participate, given their suitability for this contract. The statutory vehicle recovery service will not only require efficient vehicle removal from the Strategic Road Network but also involve a debt recovery component to collect outstanding sums from customers. Suppliers with expertise in these areas who can adapt to the regulatory framework, as outlined in The Removal, Storage and Disposal of Motor Vehicles (Amendment) Regulations 2023, will be well-suited to compete for this contract. Engaging in this pre-market phase allows businesses to influence the contract structure and better align it with their offerings, potentially leading to increased business and market share.
