## Summary

The procurement process titled "LLWR ESC Support Framework Reference number: LLWR ESC Support Framework PIN" is being conducted by Sellafield, a UK nuclear waste management company. This tender falls under the environmental issues consultancy services category and is located in Calderbridge, England. Currently in the planning stage, the engagement end date is set for 31st March 2021. The tender invites proposals for a framework to replace an existing multi-lot ESC Framework Agreement that is set to expire, ensuring continued access to specialised resources essential for maintaining the Environmental Safety Case (ESC).

This tender presents significant opportunities for businesses involved in environmental consultancy, geological and hydrogeological support, and technical review services, particularly those with experience in nuclear waste management. Firms that possess expertise in environmental safety cases and have qualified personnel capable of supporting the LLWR's complex requirements are well-suited to compete. The collaborative nature of this framework also allows for innovative partnerships to fulfil specific project requirements, thereby increasing potential for business growth in a highly specialised sector.

## Notice

LLW Repository Ltd (LLWR) is a UK nuclear waste management company that provides services to treat and dispose of low level radioactive waste. A regulatory necessity for LLWR is to maintain the capacity and capability to support the implementation and ongoing development of the Environmental Safety Case (ESC). The objective of LLWR's ESC is to demonstrate to the Environment Agency and other stakeholders that it is safe to continue to dispose of low level waste at the Repository. LLWR's in-house ESC team is supported by specialist external resource via the current multi-lot ESC Framework Agreement. This expires on 31.3.2021, therefore a tender is required to replace this Framework and ensure continued access to this highly specialised ESC resource. NOTE: There is no Lot 1 detailed in this PIN at this point. Further details on the future of services delivered through Lot 1 of the current framework will be released in due course. ESC Technical Support Lot No: 2 The scope of work under this lot is expected to include, but may not be limited to, providing support to the ESC team in undertaking the technical activities identified above under General Work Scope (see attachment). In the majority of cases, where work by Consultants is required, the ESC team will produce written specifications for the work against which there will be a competitive process. The lot will also allow LLWR to facilitate/request collaborative working on some specific projects. Geological and Hydrogeology Support Lot No: 3 Providing support in the maintenance, development and application of the LLWR's understanding of the site's geology and hydrogeology. This includes software models of the site's geology and hydrogeology. It is anticipated that much of the work undertaken will be in support of the detailed understanding of the LLWR site's geology and hydrogeology that underpins both the conceptual and assessment models. Some aspects of the work may be focussed on supporting the detailed design and construction of the site's closure engineering and future vaults. The work scope may include geological recording of borehole construction and excavations made on the LLWR site. The selected contractor will need to provide staff with the necessary qualifications, experience and expertise, and also availability to support programmes of work on the LLWR site, which is a nuclear licensed site. Additional information: Independent Peer Review Lot No: 4 For a contractor to provide a group of experts, the Peer Review Group (PRG), with the necessary technical experience and expertise, and professional standing, to provide independent peer review of work relevant to the LLWR's ESC. It is noted that an important aspect of the work of the ESC will be supporting the detailed design and implementation of the closure engineering and future vaults. Potential contractors will need to propose an appropriate group of experts and have the necessary commitments from the experts or their employing organisations in place. Reports summarising the work of the independent peer review group will need to be produced, as well as reviews of documents, meetings, etc. Further details of this lot will be provided at the Supplier Event.
