## Summary

The Cornwall Council is initiating a procurement process titled "Syrian Vulnerable Persons Resettlement Programme" aimed at providing essential support services to refugee families in Cornwall, UK. Currently in the planning stage, this tender has an engagement end date of 15 July 2019. The procurement, classified under the industry category of health and social work services, has a total value of £396,000. The Council is particularly seeking responses to inform a business proposal prior to issuing a formal tender.

This tender presents a significant opportunity for businesses specialising in refugee and social services, particularly those based in Cornwall, to contribute to the integration and support of vulnerable families. Providers capable of delivering comprehensive support over a period of three to five years would be well-suited to compete. This soft market assessment encourages participation from interested parties to shape the eventual business case, allowing for a better tailored service offering to meet local needs.

## Notice

This contract is an opportunity for a Refugee Specialist provider working in Cornwall to provide support for a three month period in which new families may arrive and for existing family's step down provision, which can last for a maximum of five years from their resettlement date in the UK. New families will bring additional funding to this contract, although this is Home Office Grant funding, which substantially reduces over the five year period and any changes to this funding will impact on the contract terms. The minimum contract funding is PS260K for the remaining period. A Service Provider will need to be based in Cornwall to meet the ranging needs of the families and ensure equitable geographical coverage across Cornwall. It is intended that the responses supplied will enable the Council to develop a business proposal. Any such proposal would be subject to the development and approval of a business case, and, as such, this exercise implies no commercial commitment. This is not a formal tender document. Participation of this soft market assessment will not prejudice suppliers participating in any future procurement. If you are interested in this area of service provision and also helping with our assessment of the market, please complete the "Information Required" section at the end of this notice along with any additional information you consider to be relevant and return this via Due North/e-mail to Joanne.Wadley@cornwall.gov.uk by noon on Monday 15th July 2019
