## Summary

The procurement process for the "Pre Paid Cards Solutions" contract, conducted by the Mayor's Office for Policing and Crime (MOPAC), is in the Award stage as of 19 November 2025. This tender was initiated to address the statutory requirements related to Independent Custody Visitors (ICVs) under the Police Reform Act, 2002, focusing on community, social, and personal services within the London area. Using a selective procurement method through a call-off from the CCS Payment Solutions 2 Framework RM6248, the process concluded on 22 July 2024, with the contract period spanning from 8 September 2025 to 7 March 2027. The framework addresses the needs of SMEs and VCSEs, offering both a minimal and a projected contract value of £11,748 and £23,497, respectively.

This tender presents significant opportunities for businesses looking to expand their operations in the community services sector, particularly those specialising in financial and payment solution services. With its emphasis on procurement through a well-defined framework agreement, the project is best suited for established companies like Allpay Limited, which has already been awarded the contract. It also creates potential growth avenues for SMEs and VCSEs that can offer competitive and innovative prepaid card solutions, contributing to the improvement of community and policing services in a major metropolitan area like London.

## Notice

The Police Reform Act, 2002 (s51) places a statutory duty on the Mayor's Office for Policing and Crime (MOPAC) to make arrangements for people detained in police custody in the Metropolitan Police force area to be visited by members of the public appointed to an Independent Custody Visiting (ICV) Scheme. Independent Custody Visitors (ICVs) are volunteer members of the local community, unconnected to the police or the criminal justice system, and as such, the Home Office Code of Practice on Independent Custody Visiting stipulates that they are entitled to be reimbursed for their legitimate expenses incurred in carrying out their role. This was procured via CCS Payment Solutions 2 Framework (RM6248) under Lot 2 (Prepaid Cards). https://www.crowncommercial.gov.uk/agreements/RM6248:2/lot-suppliers This contract has an initial term of 18m with the option to extend for a further 18m at the discretion of MOPAC.
