## Summary

The procurement process is led by Kent County Council (KCC), responsible for delivering Highways Transportation and Waste services to Kent's residents. The contract titled "SC 18034 Pavement Condition Survey and Asset Management" is currently in the award stage, having been formally published on 14th March 2019. This contract entails managing and analysing pavement assets across the South East of England, specifically to ensure the safety and condition of carriageways, footways, and cycleways. The tender period concluded on 14th April 2019, with the contract set to commence on 1st July 2019 and running until 1st July 2021.

This contract presents significant opportunities for businesses specialising in asset management and survey services, particularly those with expertise in pavement condition evaluation. Small and medium-sized enterprises (SMEs) would be well positioned to compete, provided they can offer innovative methods for data collection and analysis, as well as efficient management systems for the survey data. The collaborative nature of this tender allows for the maximisation of public sector resources and highlights the need for robust local suppliers capable of delivering effective long-term asset management solutions.

## Notice

KCC is the statutory Authority responsible for the delivery of a Highways Transportation and Waste (HTW) Service for the residents of Kent (excluding Medway). The purpose of our Highways Asset Management service unit is to inspect and maintain the highway, balancing asset management principles and local needs to keep them safe, we co-ordinate all activities on the highway to minimise disruption to all road users. KCC owns and maintains a substantial highway network. The Highways Asset Management team is responsible for managing our pavement assets which, being by far the largest asset group, form a key part of the network. KCC's pavement assets include carriageways, footways and cycleways, but not public rights of way. KCC want to ensure that we achieve the best value and long-term condition outcomes for our pavement assets from the finite resources we have available for maintenance and renewal. To do this, we need to understand the condition of our assets to allow us to target our planned renewal and preservation works at the locations where we will deliver the most value. This is achieved by regularly surveying the condition and skid resistance of our pavement assets, then using the results of these surveys to identify the sites where we are likely to achieve the best outcomes. This contract covers the collection of SCRIM, SCANNER and CVI survey data, and provision of a gateway system to host and analyse survey data. The provision, management and maintenance of this system is critical to processing and analysing the raw survey data. 2019/20 Survey lengths: CVI 2,685 SCANNER 2,338 SCRIM 2,643 2020/21 Survey Lengths: CVI 2,467 SCANNER 2,338 SCRIM 2,643 We will aim to mobilise this service within four weeks of contract award. Please note all attachments are provided as drafts for information. Interested parties should download the Selection Questions and respond by 14th April 2019.
