## Summary

The Department of Business, Energy and Industrial Strategy (BEIS) is seeking proposals under the tender titled "Estimating the cost-reduction impact of the Heat Network Investment Project on future heat networks." This project falls within the research and development services industry and is located in England and Wales. Currently in the tender stage, businesses are required to submit their proposals by 6pm on 28th July 2017, with the contract period commencing on 8th August 2017 and concluding by 29th September 2017. The estimated budget for this tender ranges from £25,000 to £50,000.

This procurement offers significant opportunities for businesses involved in research, consultancy, and innovation related to heat networks. Companies with expertise in cost assessments, renewable energy, and market analysis would be particularly well-suited to compete for this contract. Additionally, small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to participate, allowing for a diverse range of innovative proposals that could enhance the sustainability and cost-effectiveness of heat networks across the region.

## Notice

The Heat Networks Investment Project (HNIP) is a Department of Business, Energy and Industrial Strategy (BEIS) project to support the design and construction of heat networks in England and Wales between 2015/16 and 2020/21 and contribute to a self-sustaining heat networks market (one without direct Government subsidy) beyond that period. Part of delivering a self-sustaining market includes the need to ensure heat supplied from heat networks is cost-effective. Various studies, such as the Low Carbon Innovation Co-ordination Group's Heat Technology Innovation Needs Assessment (TINA), have identified that the costs of UK heat networks could be reduced from current levels. Cost reductions could be achieved through learning by R&D effects (innovation, including applied innovation), learning by doing effects (improved processes/productivity through repeated deployment) or economies of scale effects (delivering larger heat networks). BEIS would like to commission an assessment of the extent to which HNIP could drive such cost reductions. This is important for understanding HNIP's likely contribution to a sustainable market and for evaluating the Value for Money case of the project itself. The requirements of this Invitation to Tender (ITT) are: 1. to review and summarise the potential for cost reductions for UK heat networks (including heat source), and assess the proportion of these that could reasonably be delivered by HNIP deployment with associated uncertainties 2. to estimate the ensuing cost savings for England and Wales heat networks deployment in the 2020s and beyond (if feasible) arising from HNIP derived cost reductions with associated uncertainties 3. to indicate what alternative market interventions, if any, would be needed to deliver the cost reductions that are unlikely to be delivered by HNIP 4. to summarise the historic evidence for cost reductions through deployment of heat networks markets in other countries and assess the extent to which that informs the likely impact of HNIP deployment in the UK Additional information: If you wish to take part in this procurement please see the attached Tender documents attached to this Notice and send your completed Proposal to Chris Espezel at the address stipulated in the "Who to Contact" section. Any late submissions will not be considered. BEIS reserves the right to halt the procurement process and to not award a contract. BEIS will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon BEIS Standard Terms and Conditions or the Short Form Terms and Conditions, which are available on Contracts Finder with this notice. Completed tender submission must be returned by post to BEIS, address given at the top of this advertisement, by 6pm, Friday 28 July 2017. We require 4 hard copies (one of which must be signed). Electronic versions of your bids are to be sent AFTER the deadline to Chris Espezel and Joe Cranston-Turner (christopher.espezel@beis.gov.uk and joe.cranstonturner@beis.gov.uk). After reviewing and evaluating the written proposals, BEIS may decide to hold bid clarification meetings with suppliers. If successful and upon contract signature, the supplier is expected to attend a kick-off meeting taking place on Monday 7 August 2017. Project completion is required by Friday 29 September 2017.
