## Summary

The University of Plymouth is seeking a supplier for a web-based software solution to facilitate Disclosure and Barring Service (DBS) checks integral to various university programmes, particularly in Health, Medicine, and Education. The procurement process is currently at the Award stage, with the contract having been awarded to GB Group PLC for a total contract value of £360,000, effective from 1st December 2020 to 1st December 2023. The procurement method utilised is an open procedure, with the tender originally published on 5th October 2020 and the tender period concluding on 2nd November 2020. The services to be performed will primarily be located in the South West of England.

This tender presents significant opportunities for businesses specialising in software development and verification services, particularly those familiar with educational data management systems. With an expected annual spend of £120,000 from the university, competitors who can offer efficient, user-friendly solutions for managing DBS check processes may find themselves well-positioned for success. Smaller enterprises and SMEs that embrace innovative approaches to streamline such services could greatly appeal to the university's requirements for responsiveness and system adaptability.

## Notice

DBS (Disclosure and Barring Service) checks are a legal requirement for a number of programmes at the university, especially Health, Medicine and Education programmes. It forms an essential part of the admissions process within any university. We are looking for a supplier who can provide a web based piece of software, accessible to applicants and students. The current annual spend with our incumbent supplier is PS120k, however with the nature of the service this value is not guaranteed, with the recent cap of medical students being removed this could see numbers increase/decrease. The system would need to allow applicants and students to self-register and we would need document verification to be managed by the provider & applicant/student or the Post Office. The University will also need to be able to verify documents. Although we expect the numbers we verify to be minimal this is still an essential requirement. The system would need to provide us with a track and trace facility where we could see the stage of the process the applicant/student was at and hence be able to chase any that where progress appeared to be delayed. We must also be able to run reports from the system which allows us to identify applicants/students by course, cohort and the stage their application is at in the process. We require monthly statements of charges, itemised by cohort, course and student name. We would need to have confirmation of the turnaround times of the system, for example 'once self-registration has been completed applicants/students are issued with a link within 24 Hours'. 'Once documents have been submitted, verification will be completed within 5 days' The system will need to allow the University to be able to quickly and easily update programmes. Changes to validated programmes in higher education are frequent and fluid in order to meet the needs of national & international workforce. The system will need to be able to complete enhanced workforce DBS and Barring list checks. Applicants/students will need to be able to still have access to the 'DBS Update Service' even once their DBS certificate has been issued.
