## Summary

The Civil Aviation Authority (CAA) has completed the procurement process for their project titled "Software Portal II", focused within the IT industry for software package and information systems. This contract, with an initial five-year term, will affect the region of England in the United Kingdom. The procurement, valued up to £10 million with a minimum value of £2 million, was awarded on 3rd June 2026 with the formal contract details published on 24th June 2026. The procurement method utilized was a call-off from a framework agreement under the CCS RM6098 Technology Products and Associated Services 2, specifically Lot 3. The tender phase concluded on 16th April 2026 and the contract will run from 3rd June 2026 to 3rd June 2031. The CAA, located at Aviation House, Gatwick, acted as the contracting authority, with Alexandra Grati as a point of contact.

This contract presented opportunities particularly suitable for small to medium enterprises (SMEs) within the software and IT service industry. By providing software licenses, subscriptions, and associated services through a reseller structure, businesses like Phoenix Software Limited, the awarded supplier, can expand their market presence and potentially secure substantial value from ongoing partnerships with public sector organisations like the CAA. This procurement approach, tailored to enhance competitive advantage for SMEs, opens the door for similar companies seeking to establish or grow government contracts within the technological field, thereby fostering sustainable business expansion and innovation within the industry.
