## Summary

The London Borough of Tower Hamlets is planning to procure an Integrated Statutory Advocacy Service, with a total estimated budget of £1,060,000, covering the period from 1st July 2021 to 30th June 2026. This procurement, categorized under health and social work services, aims to consolidate three statutory advocacy services into one contract to be delivered by a single provider. Key dates include a virtual supplier engagement event scheduled for 5th February 2021, and feedback from the market is solicited ahead of finalising the tender specifications. The planning stage of this procurement is currently in progress, with no competition initiated at this stage.

This tender presents significant opportunities for businesses specialising in health and social work services, particularly those equipped to handle the Independent Mental Capacity Advocacy, Care Act Advocacy, and Independent Health Complaints Advocacy Services. Small to medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are strongly encouraged to participate, as they may offer innovative solutions tailored to the needs of service users within the borough. Engaging in this procurement process can help these businesses expand their reach and grow by delivering essential advocacy services to vulnerable populations in London.

## Notice

It is the Council's intention to procure an integrated service that brings together three statutory advocacy services within a single contract, to be delivered by a single provider (or lead provider). The services in scope are: * Independent Mental Capacity Advocacy (IMCA) Introduced as part of the Mental Capacity Act, 2005. This gives people who have an impairment, injury or a disability that has meant they are unable to make a specific decision for themselves, the right to receive independent support. * Care Act Advocacy (CAA) The Care Act, 2014 places duties on local councils to involve people in decisions about their care and support. An advocate helps individuals, understand their choices, and supports individuals on decisions about their care needs. * Independent Health Complaints Advocacy Service (IHCAS) The Health and Social Care Act 2012 - supports people who want to make a formal complaint about the care and/or treatment they have received using the NHS Complaints Procedure. Additional information: For avoidance of doubt this is not a call for competition at this stage, the purpose is to advise the market on the forthcoming procurement of London Borough of Tower Hamlets Integrated Statutory Advocacy Services and seek feedback from the market that may inform the final specification. A virtual supplier engagement event will be held on Friday 5th February 2021 1000-1100 via Microsoft Teams. Please register your interest to attend the event through the Portal or by sending an email to procurement@towerhamlets.gov.uk by 12 noon on Thursday 4th February 2021 quoting 'Integrated Statutory Advocacy Service'.
