## Summary

Staffordshire County Council is seeking services for individuals with drug and alcohol problems through a procurement process titled "Services for people with drug and alcohol problems." This contract encompasses a comprehensive range of services, including early intervention and treatment for young people, adult community treatment, and specialist services. The contract will run from 1st April 2020 to 31st March 2024, with an option to extend for three additional years. The total contract value is £55 million, with a minimum value of £41.5 million. The procurement method is a selective competitive procedure involving negotiation, with the tender period closing on 14th May 2019.

This tender presents significant opportunities for businesses, particularly those in the health and social care sector, including larger organisations capable of providing comprehensive treatment services and integrating various support mechanisms. Potential bidders should have experience in delivering community health services or have the capacity to scale their operations to meet the needs of a large client base. Additionally, businesses with innovative approaches to financing, such as Social Impact Bonds, may find this tender especially appealing, given the funding structure outlined by the County Council.

The SIB for the IFSS has been made possible by the County Council successfully applying to the Department of Culture Media and Sport (DCMS) to be part of the Life Chances Fund(LCF). A non-negotiable condition of the LCF is that finance must be provided by a Social Investor. The Supplier will need to enter into a financing arrangement with a Social Investor to finance the SIB.
