Scope of Project The Liverpool City Region Combined Authority (LCRCA) was established by statutory instrument under the Local Democracy, Economic Development and Construction Act 2009 on 1 April 2014. The Liverpool City Region Combined Authority, working with Liverpool City Region Local Enterprise Partnership, strategically leads work on transport, economic development, housing, employment and skills in the City Region to support sustainable economic growth. The Key Route Network has been defined by the 6 constituent authorities.
