## Summary

Stockton-on-Tees Borough Council has conducted a public procurement process for the renewal of its Adults Social Care Case Management System, classified under the software package and information systems industry category. The procurement was part of a call-off from a framework agreement with a selective procurement method. This process is in the award stage, with the award date being 1st June 2026 and the contract to start from 1st October 2026, ending on 30th September 2030. The contract, valued at £409,222.74, ensures the continued functionality of social care services in the North East region of England, which are vital due to statutory responsibilities. SYSTEM C HEALTHCARE LIMITED has been awarded the contract.

This tender provides business growth opportunities, especially for large-scale enterprises in the software and information systems sector, although it was ultimately awarded without a new tender. Opportunities exist for businesses already in frameworks to secure contracts efficiently through reduced procurement times and costs. By leveraging such frameworks, especially when incumbent systems are preferred, businesses can align with public sector needs while providing a substantial value proposition, enhancing chances of securing future opportunities within similar procurement frameworks.

## Notice

Stockton-On-Tees Borough Council have a statutory responsibility to provide an Adults Social Care Service. The service is required to have a compliant, assured social care case management / care recording system in place to allow the effective assessment and review of all ASC clients and service users in Stockton-on-Tees. The existing solution has reached the end of its contract term, with no further contract extensions available. Failure to provide a compliant solution would also impact on DHSC / CQC inspections and is necessary to fulfil related statutory performance monitoring and reporting functions. Adults Social Care as a service would cease to function due to inability of workers and front door staff to access the case files for all new, current and historic service users. Payments would stop to all Social Care providers, currently valued at approximately PS7.5 million per month. We would not be able to meet our statutory duty for providing an Adult Social Care service. To re-procure and implement a system of this size, this would require 2-3 years. As the contract is due to start October 2026, we do not have the time to run a tender. Additionally, by remaining with the incumbent supplier, we will avoid any implementation, data migration and mobilisation costs. Consequently, bringing the value of this contract down.
