## Summary

The Medicines and Healthcare products Regulatory Agency (MHRA) under the Department of Health and Social Care (DHSC) has completed a procurement process titled "GOTT DPS: MHRA001." The process falls under the education and training services category and is intended to provide an IP Service Provider for intellectual property work related to high-fidelity synthetic data generation and adjustment. DSIT (Department for Science, Innovation and Technology) is the buying organisation, with procurement conducted via selective method through a dynamic purchasing system. The contract was awarded to Anderson Law LLP, a large supplier, on 7th August 2024, and the project is set to run from 14th August 2024 to 30th October 2024. The services will be rendered across several regions including the British Overseas Territories, Channel Islands, Europe, Isle of Man, and the United Kingdom, with a total contract value of £36,000 GBP.

This tender provides substantial opportunities for businesses that specialise in intellectual property services, particularly within the digital health and synthetic data sectors. Given the focus on to providing IP strategies for the commercialisation of advanced data solutions, firms that excel in these areas could see significant business growth and positioning in a competitive marketplace. This project is particularly suitable for SMEs (Small and Medium-sized Enterprises) and VCSEs (Voluntary, Community and Social Enterprises), encouraging their participation and expansion in the high-value field of synthetic data, ultimately contributing to their economic and social impact.

## Notice

The Clinical Practice Research Datalink (CPRD) is a research service and primary care dataset provider within Medicines and Healthcare products Regulatory Agency (MHRA), an Executive Agency of the Department of Health and Social Care (DHSC). With support from GOTT, MHRA-CPRD are evaluating the potential to commercialise methods developed by CPRD for the generation of synthetic data. Our working assumption is that commercialisation will be directed through the creation of a new spinout vehicle. GOTT requires an IP Service Provider to complete the intellectual property (IP) work listed below on behalf of CPRD: - Evaluate the existing IP and Knowledge Assets (KAs) created by CPRD in the field of high-fidelity synthetic data generation and adjustment, data bias detection, and sample boosting - Design a forward IP strategy for a spin-out from CPRD (NewCo) that: - identifies relevant KAs, to be transferred to the NewCo, and - provides an assessment for how the NewCo can maintain a defensible IP position. This work should enable the NewCo to build a strong IP foundation to maximise its social, economic and financial impact within the highly competitive and evolving field of high-fidelity synthetic data.
