## Summary

Espo, representing Leicestershire County Council, is conducting a procurement process titled "3184_17 Short Breaks, Domiciliary Care and Early Support & Inclusion for Children with Disabilities". This initiative falls under the health and social work services industry category and is primarily located in the East Midlands, United Kingdom. Currently in the award stage, the tender was published on 28th October 2016, with a closing date for submissions set at 12:00 noon on 20th December 2016. The total estimated contract value is £3,120,000, with a framework agreement option to extend for an additional 24 months, commencing on 1st April 2017 and concluding on 31st March 2019.

This tender presents significant opportunities for growth, particularly for small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) engaged in providing care and support services for children with disabilities. Businesses with expertise in short breaks, domiciliary care, and early support services would be well-suited to compete for this contract, which aims to deliver essential support fostering the well-being and inclusion of disabled children and their families in mainstream activities. The procurement method is an open procedure, allowing a broad range of service providers to participate.

## Notice

ESPO is working on behalf of Leicestershire County Council to undertake a procurement to identify and appoint a number of service providers to provide a range of services for children with disabilities. Lot 1: Short Breaks - Short Breaks provide opportunities for disabled children and young people to spend time away from their parents and carers, with friends and peers, for positive opportunities. They are intended to promote their positive mental health and emotional well-being. Short Breaks normally occur on a regular and planned basis and should be part of an integrated programme of support which is regularly reviewed. Emergency Short Break provision will need to be provided from time to time. Lot 2: Domiciliary Care - Domiciliary care is a statutory service that the Council has a duty to provide and it relates to the provision of care and support to children and families in their own home (e.g. personal care, meal preparation, moving and handling etc.). The service can only be provided following an assessment of need and if certain thresholds are met. This service is not exclusively for disabled children and young people although they make up the vast majority of service users. Two broad areas of domiciliary care include: (i) domestic tasks and (ii) sitting service. Lot 3: Early Support and Inclusion - Early support services are intended to maximise opportunities for disabled children and young people and their families to be included in mainstream childcare and leisure services. This service provision is for families with disabled children and young people aged 0 -18. The provider will be required to ensure parents and carers have access to a consistent level and range of breaks. Disabled children and young people and their families will be able to participate in the design and delivery of these services and involved in feedback on an on-going basis All potential Tenderers are invited to attend a Tenderers Forum held at ESPO on 07 November 2016 at 3pm. There will be an opportunity to hear from ESPO and Officers from the Council about the contract requirements and the tender process. It will also offer an opportunity to ask questions. To register your attendance at the forum, please email in advance of the names of the person(s) who will attend to: care@espo.org The framework agreement has the option to extend for up to a further 24 months. The total estimated values stated include the option period. Please note: the closing date for submission of tenders has been amended to 12:00 noon, 20/12/2016.
