A roadmap is a strategic plan that describes the technical, policy, legal, financial, market, and organisational conditions required to ensure the desired outcome, and the actions required to meet these outcomes. This roadmap will inform our recommendations to the Government on actions required to ensure that flexibility services are able to participate fully in the GB electricity markets in future. Emerging from the roadmap, the indicator framework will allow us to monitor Government progress in achieving this outcome. See Section 2 for more information on the Committee's indicator framework. The specific objectives are to: * Characterise the flexibility technologies capable of providing flexibility services in the UK electricity system. * Identify the full range of important barriers to deployment of flexibility services, and actions to address these barriers. * Develop a roadmap for enabling low-carbon flexibility services to participate fully in the GB electricity markets towards 2030 and associated indicator framework to track progress. * Develop a set of assumptions on the potential for Demand-Side Response (DSR).
