## Summary

The Dudley Metropolitan Borough Council is conducting a procurement process for a Specialist Primary SEMH base service, aiming to establish a 12-place primary SEMH setting for children with Social, Emotional, and Mental Health needs within Dudley, West Midlands. The open procedure tender has completed its stage, with the contract having been awarded on 14 September 2021, following an end date for tender submissions on 8 July 2021. The contract period begins on 1 October 2021 and will last until 31 August 2023, with a total contract value of £560,000.

This tender offers significant opportunities for businesses in the health, education, and social services sectors, particularly those focused on Special Educational Needs and Disabilities (SEND) provisions. Companies capable of providing tailored educational services in mainstream school settings, as well as those experienced in working with children facing social and emotional challenges, would be well-positioned to compete in similar future tenders. The possibility for ongoing contracts following this initial two-year agreement aligns well with the needs of organisations looking to expand their services in the Dudley area.

## Notice

The Council has a statutory duty to ensure there are sufficient school places for all Dudley children and young people. To meet this duty, we need to ensure sufficient school places are provided to meet local need, including for children and young people with Special Educational Needs and Disabilities (SEND). As part of meeting the council's sufficiency requirements and ensuring appropriate provision, the Council currently provide and/or commission a number of specialist base provisions. These are settings within mainstream primary and secondary schools that offer a specialist and tailored curriculum to children with SEND. Our data and demographic trends indicate particular need to develop the continuum of provision for children and young people with Social, Emotional and Mental Health needs. The Council is seeking to procure a 12 place primary SEMH base within a mainstream school or academy within Dudley Borough. It is anticipated that this will be a recurring contract but will be commissioned for two years initially pending further review activity that is taking place in respect of SEND provision as part of the Council's SEND improvement journey.
