## Summary

The Department for Education (DfE) is currently managing a tender process titled "DfE CONDITION DATA COLLECTION 2 (CDC2) - Surveying Organisation." This procurement falls under the category of Building Surveying Services and is intended for various regions across the United Kingdom, including North East, North West, and London. The tender period closes on 16th March 2020, with the contract set to commence on 13th August 2020 and extend until 13th February 2026. This procurement is conducted through a selective bidding process as part of a restricted procedure, with an estimated contract value of £43.5 million, which encompasses three contracts for different services related to the CDC2 programme.

This opportunity presents considerable potential for growth, particularly for businesses specialised in building surveying. Companies with expertise in delivering high-quality survey data collection and analysis, as well as those capable of engaging with educational institutions, would be well-positioned to compete for this contract. Additionally, small and medium-sized enterprises (SMEs) are encouraged to participate in this tender, as the DfE aims to promote inclusivity in its procurement processes. Companies prepared to adapt their bids to meet the DfE's requirements and timelines will find this a promising avenue for expanding their market presence.

## Notice

The DfE is undertaking a suite of procurements through which it will deliver the CDC2 programme. The first of these was the procurement of IT solution (see OJEU notice ref: 2019/S 225-552062), which is still ongoing. The second is the procurement of a technical quality manager ("TQM"). The third procurement relates to that of the surveying organisations ("SOs") to carry out surveys of the school estate. Finally, there will be requirement to procure aerial photography services for the first tranche of CDC2 Programme schools to be surveyed. This Notice relates to the procurement of the SOs. It is expected that the procurement of the TQM and SOs will be carried out simultaneously, but the Contract for the TQM shall be awarded before the Contracts for the SOs. It is anticipated that the name of the successful IT solution will be provided to Tenderers participating in the invitation to tender stage ("ITT") of this procurement to assist with their ITT bid response in due course. The SOs will be responsible for carrying out and providing the delivery of survey data, provision and maintenance of surveyors to deliver the collection of consistent high quality data to pace and scale, and engaging with responsible bodies and individual schools/FE colleges, representing CDC2 programme consistently. The full requirements for the SOs are set out in the procurement documents. It is envisaged that the initial term of each Contract will be 5.5 years, with option to extend for a further period or periods of up to a maximum overall extension of two (2) years. The initial term begins with an implementation period of 3 months and allows for a 3 month handover period prior to expiry (and the optional extension). This is to accommodate the 5 year CDC2 programme. Please see procurement documents, in particular the "Read Me First" document attached to the Selection Questionnaire Guidance for further information. Supplementary to the CDC2 programme and process, the DfE may require the SOs to collect data to support the school Net Capacity Assessment ("NCA") to understand the use of spaces within a school. This data is used to measure and plan school places provision. Tenderers will be required to submit a pre-priced fully developed contract variation in respect of the NCA requirement. Further details of the NCA are contained in the ITT and the Procurement Documents. The ITT will request information on how the SOs could support the collection of room level data to facilitate the DfE's NCA processes. However, it is not known at the time of issuing this Notice whether services relating to NCA will actually be commissioned under the Contract. On this basis the pre-priced variation will not be evaluated. Additional information: The estimated total contract value of PS43.5m relates to the total value across all three (3) Contracts. It also takes account of the possibility of the predicted value of any Net Capacity Assessment (NCA) services being delivered under each Contract. The estimated value of the SO services without any NCA element is PS28.5m. This procurement is being run through the DfE e-Tendering portal which is accessible at https://education.app.jaggaer.com/web/login.html This the only way in which documents can be accessed, communication carried out and bids submitted for evaluation This opportunity has been published on OJEU, notice reference 2020/S 032-076475
