## Summary

The procurement process titled "536_25 Hire of Plant (without operator)" was initiated by Espo, a central purchasing body based in Leicester, England. This nationwide framework agreement, with an estimated value of £10,000,000, was designed to meet the needs of local authorities and other eligible public bodies across the UK for hiring a variety of plant and equipment, excluding operators. The tender process followed an open procedure, starting on 19 February 2025 and culminating in the award stage on 22 July 2025. The contract is scheduled to run from 6 July 2025 to 5 July 2027, with a possible extension of up to an additional 24 months. Classified under the industry category of agricultural machinery, the framework encompasses a broad range of equipment including materials handlers, excavators, and generators.

This framework offers significant opportunities for businesses involved in the supply of plant and equipment without operators. The framework is particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) due to its inclusive procurement strategy. By providing access to a wide range of public sector clients, including local authorities and emergency services, this tender offers substantial growth potential for suppliers in the construction, leasing, and equipment rental sectors. The successful bidders, including A E Faulks Limited and Balloo Hire Centre Limited, have demonstrated that there is room for both large and small-scale suppliers to thrive in this competitive framework, thus encouraging diverse participation and fostering business expansion across various regions of the UK.
