## Summary

The West London Waste Authority (WLWA), a statutory Waste Disposal Authority formed in 1986, is in the planning stage of a tender for the provision of Material Collection Services (MCS). This service targets the collection of large bulky items no longer in use by residents across the boroughs of Brent, Ealing, Harrow, Hillingdon, Hounslow, and Richmond upon Thames. The aim is to uphold WLWA's vision of treating waste as a valuable resource. The procurement process uses the Dynamic Purchasing System (DPS), compliant with Public Contract Regulations 2015. Interested suppliers should contact WLWA by 31st October 2025 for potential inclusion in this future tender. The engagement end date is also set for 31st October 2025, with services primarily focused on the UB7 7PN location within the refuse and waste industry category.

This initiative presents a significant business growth opportunity, particularly for small and medium-sized enterprises (SMEs) specialising in waste management, material recycling, and logistical services. Companies that offer innovative solutions for waste collection and recycling will find this tender particularly attractive, as it aligns with current environmental sustainability trends and government policies on resource circularity. Businesses that can adapt to shifts in statutory, operational, or customer service requirements will be well-placed to meet the WLWA's ongoing needs, ensuring the service is flexible and responsive to diverse demands across multiple boroughs.

## Notice

West London Waste Authority (WLWA) is a statutory Waste Disposal Authority (WDA) formed in 1986. WLWA is responsible for disposing of waste collected by the London Boroughs of Brent, Ealing, Harrow, Hillingdon, Hounslow and Richmond upon Thames. About 1.7 million people live in this area, which covers 38,000 hectares. Since 2020, WLWA has provided residents with digital on-demand access to a cross-borough, home collection service called the Material Collection Service (MCS) in collaboration with four Boroughs - Brent, Ealing, Harrow and Hounslow. This service focuses primarily on collecting unwanted and broken large bulky items or materials that residents no longer have use for. As part of WLWA's focus to keep 'treating waste as a valuable resource' the MCS helps us collect these unwanted items and seek to divert them for use in a more circular way - a way where we can recirculate materials to keep them in use for longer through reuse, repair, reprocessing and recycle and design out waste from our system. The focus of this contract is to provide a high-quality online on-demand collection service, delivered in a flexible and responsive manner, in line with WLWA's vision, mission and purpose. To satisfy WLWA's and its constituent boroughs on-going and varying waste transport services and associated needs, the appointed Contractor must be able to provide services in line with any changes to statutory, operational or customer service requirements throughout the life of the contract. The aim of this market engagement is to determine whether there are suppliers in the market that are able to deliver the required collection services for multiple materials to WLWA and its constituent boroughs. A general specification about the service is attached. If you are interested in the opportunity, please contact rogerstpaul@westlondonwaste.gov.uk by no later than 12:00 pm on Friday 31st October 2025. *** Please note that this is neither a call for competition nor a procurement exercise *** *** This future procurement will be run through WLWA's Dynamic Purchasing System (DPS) therefore, will be procured under the Public Contract Regulations 2015 (as amended). Once, interested parties have contacted WLWA, they will be invited to the join the DPS on Proactis.*** ***Please allow up to 10 working days for registration to the DPS to be completed***
