## Summary

The Cheshire West & Chester Council is currently seeking a supplier for the "Resource Allocation System (RAS)" through an open tender process. This project involves providing an ICT system that enables the Council to allocate indicative budgets to adults within the borough, in compliance with the Care Act 2014. Key dates include the tender deadline on 6th March 2017, with the anticipated contract start date on 1st April 2017 and a duration extending to 31st March 2020. The main industry category for this procurement is software packages and information systems, which suggests a focus on programming services.

This tender presents a significant opportunity for businesses involved in developing ICT solutions, particularly those with expertise in software programming and systems design for local authorities. Companies that specialise in creating resource allocation systems or similar social care technologies would be well-suited to compete. Engaging in this contract can enhance business growth by establishing a partnership with a local authority and expanding into the public sector service market.

## Notice

A Resource Allocation ICT system (RAS) is required in order to ensure that the Council meets its statutory duties to provide indicative budget to individuals within the borough. The aim of a RAS (Resource Allocation System) is to provide a rational and equitable mechanism for calculating the amount of money that these individuals are likely to need. The system is based upon a mathematical algorithm that determines an appropriate figure (referred to as the Indicative Budget). The figure is based upon an assessment of that individual's needs within ten different themed areas and an understanding of the local cost of satisfying those needs given the current social care marketplace. The Care Act 2014 requires Local Authorities to: Assess (or facilitate self-assessment of) all local adults and carers with potential social care needs in a fair and consistent way, using a single assessment tool and applying the new national eligibility criteria Operate a method of allocating a personal budget to all adults and carers who have been deemed as eligible under the criteria - based upon their assessment of need Focus on meeting the preferred personal outcomes of eligible adults and carers The system should not be expected to give a precise estimation of the costs for each individual that reflects their individual circumstances but should give a reasonably accurate 'ball-park' figure that should enable care planning to be undertaken with a budget in mind. The Council requires the immediate implementation of a RAS to provide adults indicative budgets, and may at some point in the future require the implementation of a RAS to provide children's indicative budgets.
