## Summary

Ofcom, the regulator for the communications services in the United Kingdom, has recently completed a procurement process for a project titled "Children's Online Research Panel". This tender, classified under market research services (CPV code 79310000), aimed to facilitate ongoing engagement with children to gather views, test policy proposals, and co-design research and policies in a safe, responsive manner. Located in London, the procurement was executed through a mini competition method, with a substantial budget of £990,502. The project commenced on 1st October 2024 and is set to continue until 15th July 2028. The children's panel will support Ofcom's initiatives under the Online Safety Act by addressing knowledge gaps and implementing smaller tactical projects.

This tender offers significant business growth opportunities, especially for companies specialising in market research and online engagement tools. SMEs and organisations with a focus on social value (VCSE) are particularly well-suited to compete in such competitive environments. The successful award to Beano Studios Ltd highlights the importance of having a strategic approach to engaging young audiences in policy development processes. Businesses capable of providing innovative and safe research solutions can leverage this contract type to expand their market presence and contribute to impactful policy-making in the digital sector.

## Notice

a children's online research panel to facilitate ongoing qualitative and quantitative engagement with children, to be used to gather views, test policy proposals, and co-design research and policy in an appropriate, safe, agile, and responsive way. The panel will build and complement our existing research tools, designed to measure and understand the views and experiences of children, on a variety of topics, including our policies. Research provides a vital role in ensuring that as Ofcom progresses with the duties in the Online Safety Act, we make changes that best meet the needs and interests of children, who, in many cases, greatly value and benefit from the online space. The panel will and is anticipated to be used for 'tactical' projects, where gaps in knowledge emerge, and smaller-scale continuous projects.
