## Summary

Staffordshire County Council, a prominent local authority in the UK, has completed the procurement process for the design, development and hosting of a new website for Cannock Chase District Council. The contract, awarded to Co-operative Web Ltd, addresses the replacement of the Council's existing Drupal 7-based website, which ceased to be supported post-November 2022. This comprehensive project commenced on 23rd September 2022 and will run until 22nd September 2025, aiming to ensure continued robust content delivery and compliance with various legal requirements such as cookie and accessibility regulations. The project, classified under Web server software package (CPV code: 48222000), intends to go live by the end of November 2022. The procurement method used was an open procedure, finalised on 4th April 2025, with a contract value of £80,000 GBP.

This tender offers extensive opportunities for businesses specialising in web design, development, and hosting, particularly those experienced with Drupal platforms. Small and medium enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) stand to benefit significantly from this initiative, which demands rich content integration, including video and photographic elements. The focus on a visually appealing, content-rich website versus a transactional interface allows creative agencies to leverage their strengths in multimedia and content migration. Engaging in such public sector projects not only provides a stable revenue stream but also enhances the company's portfolio in government digital services.

## Notice

Cannock Chase Council is a local authority district in Staffordshire, serving around 100,000 residents and a thriving business community. Its current website www.cannockchasedc.gov.uk is a key communications and service delivery tool for the Council. The Council's website prides itself on providing rich and detailed content reflecting the breadth of services the Council provides and the community initiatives supported. Users have been able to see a good number of images and content that appeals to the wider community. Examples include information aimed at visitors to the District which is often provided on separate websites by some councils, and linked 'microsite' content covering topics such as the armed forces covenant and the centenary of the end of World War 1. However, the time has come for the Council to replace its current website, driven by the fact that the current website operates on Drupal 7 which will no longer be supported by the company after November 2022. The current website is seven years old. We are therefore seeking a suitable supplier to design, develop and host a new website and would like this to go live ideally by the end of November 2022. We are keen to continue with a website rich in content rather than one which looks and feels rather transactional, as can be the case with some council websites we have seen, while ensuring the site meets legal requirements such as cookie and accessibility regulations. We are very open on how we will achieve this. We are particularly receptive to incorporating video content and strong photographic images. Existing content (which will be thoroughly reviewed in the coming months) needs to be easily migratable for the next generation of Drupal.
