## Summary

Staffordshire County Council (SCC) is currently in the planning stage for procuring nursing care provision in Staffordshire County. The process, labelled under the tender ID IA3485 and titled "Nursing Care Provision in Staffordshire County," falls under the Health and Social Work Services category. The procurement aims to establish two new high-quality nursing care homes with 80 beds each in the districts of Lichfield and Tamworth, located in the West Midlands, UK. Key dates include an engagement end date on 30 August 2024, with an estimated timescale for opening the homes by June 2028.

This tender represents a significant opportunity for experienced nursing care providers to collaborate with SCC and deliver essential nursing services. Businesses with a strong track record in managing, running, and staffing nursing care homes in compliance with Care Quality Commission (CQC) standards are well-suited for this engagement. The initiative will not only enhance service provision but also offer cost-effective placements for individuals with nursing needs, potentially improving utilisation efficiency for SCC. Suitable providers are invited to express their interest by completing an attached questionnaire to help shape the future procurement process.

## Notice

THIS IS NOT A CALL FOR COMPETITION Staffordshire County Council (SCC) are publishing this Prior Information Notice to inform suitably experienced Nursing care providers of a possible future contract opportunity for delivering nursing care services. This is not a call for competition. SCC has identified a need for two 80 bed high quality Nursing care homes in the districts of Lichfield and Tamworth and is considering the feasibility of building two new homes and commissioning an experienced Care Home Provider (with nursing) to manage, run and staff the two SCC owned care homes. SCC have identified sites in Lichfield and Tamworth which could be used for Care Homes with Nursing. SCC would like to gauge market interest in delivering the care with nursing provision, for one or both of the Council owned care homes to provide both management and staff to deliver good quality nursing care on behalf of SCC, in line with Care Quality Commission (CQC) requirements. Providers must be able to provide quality care and support in a safe, well managed, comfortable and stimulating environment. It is intended that these services will allow SCC to achieve cost effective placements for individuals with nursing needs and also improve SCCs ability to place efficiently. It is currently anticipated that all of the nursing beds will be for the sole use of the Council, for individuals for whom the Council is responsible for meeting their care and support needs and who have been assessed as requiring accommodation in a Nursing Care Home setting in order to ensure their needs are met. The nursing care would be funded through FNC by the NHS, and the social care and other related running costs for the home would be funded by SCC. The council is looking to commission nursing care services that will focus on the outcomes that residents want and value and work with a provider able to meet the increasing complexity of need as well as collaborate with both social care and health professionals. Please note: * A response to this Notice does not guarantee any invitation to participate in any future public procurement process that SCC may conduct, nor a contract as a result. * This notice does not constitute a call for competition to procure any services for the Council and the Council is not bound to accept any proposals offered. * The Council is not liable for any costs, fees or expenses incurred by any party participating in this event. * Any procurement of any services by the Council in due course will be carried out strictly in accordance with the provisions of the relevant Public Contracts Regulations at the time. * To participate in this process please complete the questionnaire as attached https://forms.office.com/e/AfvuEwzhBY * The dates and figures below are estimates at this stage and will be confirmed in due course. The estimate timescale for the opening of the homes is June 2028.
