## Summary

The Health and Safety Executive (HSE) in Bootle, Liverpool, has completed the procurement process for the "HSE's Cloud Infrastructure" project in the Software package and information systems industry category. The tender, with a contract value of £50,000, had a selective procurement method with a tender period ending on March 20, 2023. The contract period is from March 31, 2023, to March 31, 2025, with a focus on enhancing functionality, resilience, and performance of the existing cloud solution.

This tender by HSE presents opportunities for SMEs in the services sector, such as software development firms, IT consultancy companies, and cloud service providers. Businesses that can offer licensing enhancements, infrastructure improvements, and meet tight implementation timeframes would be well-suited to compete. Suppliers need to demonstrate value-for-money and propose innovative solutions to support HSE in achieving its objectives within the specified budget and timeline.

## Notice

The Health and Safety Executive (HSE) invited suppliers, from The Automation Marketplace, to bid for this work. We are seeking to maintain our existing solution but to enhance its infrastructure in terms of functionality, resilience and performance. Our existing cloud provider will be leading this process and providing the AWS enhancements and labour necessary to accomplish this. The provision of licensing as described below must be achieved within a one-off infrastructure development budget of PS50,000 excluding VAT, and all work must be completed and invoiced by 31 March 2023. There is no scope to pay ongoing fees, for example on a monthly basis. We are seeking to realise maximum value from the available funding. Value includes the nature of licensing enhancements and the duration of those licenses. Tenderers should specify what licensing enhancements are being provided and for what duration. Tenderers will be assessed on the value-for-money offered and the ability to meet the very tight timeframes for implementation. Our model solution is the addition of the following licenses to the existing platform, with access to these infrastructure improvements for as long as possible: * Posit Connect (formerly RStudio Connect) * Posit Package Manager (formerly RStudio Package Manager) Tenderers are welcome to provide alterative licensing options for other products within the Posit suite of solutions but in doing so should address the following areas of improvement (if achievable via licensing alone) which are in priority order (most important first): * Increasing the number of users who can utilise the existing service * Improving functionality and connectivity - particularly to produce external facing apps, dashboards, surveys, APIs etc * Improving package installation and updates, including version control and interaction with external repositories (e.g. Github) * Improving performance (speed of execution) * Improving resilience (e.g. number of server activations) * Improving cloud storage capacity
