## Notice

North of England Commissioning Support (NECS) are working for and on behalf of NHS South Tees Clinical Commissioning Group (STCCG) who wish to procure a Anti Coagulation service for the South Tees locality. The objectives of the service are: * The Service will provide standardised and clinically effective anticoagulation management to patients receiving warfarin therapy or other oral anticoagulants requiring International Normalised Ratio (INR) monitoring while minimising the risks associated with anticoagulation therapy. * The service should highlight patients whose INR is labile or persistently outside the agreed range as per NICE guidance. These patients should be sent back to their primary care clinician for a decision to switch to NOAC. * To educate patients in understanding their treatment in terms of their condition requiring oral anticoagulation, target range for INR, the effects of over and under anticoagulation, diet, lifestyle and drug interactions. * The Service will review the need for continuation of therapy at each visit. * The Service will identify and appropriately manage patients with specific needs i.e. poor compliance, unstable INR control or frequent non-attendees. * The Service will optimise care to patients receiving anticoagulant therapy in terms of accessibility, continuity of care and waiting times. * The Service will minimise the potential side effects of oral anticoagulants by providing patients with regular monitoring to stabilise the INR levels while continuing to maximize the effective benefits of such treatment. * The Service will have equitable access, ensuring that patients are treated with dignity and respect, are fully informed about their care and are able to make decisions about their care in partnership with healthcare professionals. * The Service will maintain a register of all patients receiving oral anticoagulants and have a treatment plan for each patient that is reviewed on a regular basis. * The Service will ensure complete and accurate documentation of clinical protocols and individual patient records. * The Service will improve access and choice for patients at a local level. This procurement is being undertaken via a process which reflects and Open procedure with an Any Qualified Provider model. The deadline for submission is 12pm 2nd December 2016. Bids received after this time may not be considered by the commissioner. NECS is utilising an electronic tendering tool to manage this procurement and communicate with potential providers. Accordingly, there will be no hard copy documents issued to potential providers and all communications with NECS, including your submission, will be conducted via the portal https://www.proactisplaza.com/SupplierPortal/?CID=NECS hosted by Proactis, the managed service provider for the NECS e-tendering system.
