## Summary

The Highways England Vehicle Recovery Contract, initiated by Highways England, is an open tender designed to establish a statutory vehicle removal service across the strategic road network in England. This contract, with a total value of £51,200,000, is intended to run from 1 April 2020 to 31 March 2027, with anticipated callouts for the removal of approximately 15,000 vehicles each year. The tender was officially published on 13 September 2019, concluding the tender period, and is classified as a service within the transport sector. This procurement is particularly significant as it underscores a self-funding model, wherein recovered statutory charges will compensate the contractor for their services.

This contract presents substantial opportunities for businesses specialising in vehicle recovery and transport services, especially those with capabilities to manage statutory removals. Companies that are well-suited to compete in this tender are likely to be experienced in large-volume vehicle recoveries and possess the necessary infrastructure to support operations across various regions in the United Kingdom, including North East, North West, Yorkshire and the Humber, and more. Small and medium-sized enterprises (SMEs) are encouraged to participate, potentially enabling growth through sustained public sector contracts and enhancing their service portfolios in the transport industry.

## Notice

This renewal contract is primarily to provide Highways England with a statutory removal service for the removal of accident damaged, broken down or abandoned vehicles from the strategic road network (SRN) in England. Removals are focused on those parts of the strategic road network patrolled by the Traffic Officer Service, who have the powers sanctioned within the Removal and Disposal of Vehicles (Traffic Officers) (England) Regulations 2008 to effect statutory removals. The appointed contractor will be responsible for the recovery of statutory charges for Highways England from those vehicles removed in accordance with the Removal, Storage and Disposal of Vehicles (Prescribed Sums and Charges) Regulations 2008. Highways England will use income recovered from statutory charges (less a deduction to fund its own internal administration costs) to pay the appointed contractor, so that this statutory removal service is self-funding. It is envisaged that the volume of removals could be around 15,000 vehicles per annum. . This contract will also allow Highways England to pre-position recovery vehicles for operation as required to enhance the carriageway clearance abilities of the Traffic Officer Service (TOS). Highways England will fund such pre-positioning and clearance service on an 'as required' basis (this fee is not recoverable via the statutory removal scheme).
