## Summary

The Equality and Human Rights Commission, based in Manchester, is undertaking a public procurement process titled "EHTC 1718-56 Enhancing the status of UN treaty right in domestic settings" with a focus on equal opportunities consultancy services. This project, which has two separate research lots, aims to enhance the domestic status of UN treaty rights in Wales and the UK. The procurement method is an open procedure, and the tender was published on 16 November 2017. The tender period ended on 7 December 2017, with the contract period commencing on 22 December 2017 and concluding on 30 March 2018. The project budget ranges from £40,000 to £50,000, providing a significant opportunity for researchers and consultancies specialising in human rights and social research.

This tender presents an excellent opportunity for both small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) with expertise in human rights and social research services to compete for contracts. Businesses that can effectively contribute to evaluating models of treaty implementation and the impact of legislation on children's rights in Wales would be particularly well-suited. Engaging in this procurement process could enable firms to expand their services and benefit from collaboration with a reputable governmental body focused on human rights improvements.

## Notice

We are looking for one or more suitably experienced contractors with expert knowledge of human rights, to carry out two important pieces of research into measures taken to enhance the domestic status UN treaty rights. These projects will provide a strong evidence base on 'what works', to ensure that the Equality and Human Rights Commission's future work on treaty enhancement is as strategic and effective as possible. This opportunity consists of two separate research projects. Qualified parties are welcome to bid to carry out either or both. Lot 1 will examine the effectiveness of the different models used (both in the UK and in other countries) to enhance the status of UN treaty rights in domestic systems, identify opportunities for enhancing the status of treaties and treaty rights in the UK, and establish best practice and lessons applicable in the context of the non-devolved UK framework. Lot 2 will assess the impact of embedding the UN Convention on the Rights of the Child in Welsh legislation, in order to ensure the effectiveness of future efforts in Wales to pursue a similar approach on other treaties, in particular the UN Convention on the Rights of Persons with Disabilities.
