## Summary

Portsmouth City Council (the Council) is inviting tenders for the Shore Power HV Operations Management at Portsmouth International Port. This procurement, classified under "Operation of electrical installations" (CPV code 65320000), seeks a qualified operator to manage the day-to-day operations of the shore power system expected to become operational on 1st April 2025. Key responsibilities include ongoing maintenance and management of the shore power connections across the port's busiest berths. The tender, now at the procurement stage, employs an open procedure (above threshold), with a tender period deadline of 4th November 2024. The contract is expected to commence on 6th January 2025 and conclude on 31st March 2028, with a project value estimated at £4.4 million. The location for service delivery is Portsmouth, in the South East of the United Kingdom.

This tender presents significant business growth opportunities for experienced operators in electrical installations and port operations. Companies with expertise in high voltage systems, particularly those capable of dynamic site attendance due to variable vessel berthing schedules, will find this venture lucrative. The Council expects collaborative partnership working to ensure continuous improvements in service levels, operational efficiencies, and financial savings. This contract is ideal for businesses with a strong track record in managing complex, high-demand electrical operations and those interested in expanding their service offerings within the maritime industry. SMEs and VCSEs are not targeted for this procurement, suggesting that larger, established firms would be well-suited to compete.
