## Summary

The Care Quality Commission is inviting tenders for a project titled "Benchmarking People Directorate". This procurement falls under the industry category of research and development services, specifically consultancy services. The tender process, which is now complete, was conducted under an open procurement method. The contract, valued at £57,000, commenced on 4th October 2021 and is scheduled to run until 31st March 2022. The work includes scoping, research, and reporting aimed at benchmarking the commission’s People Function against best practice in complex organisations, with an end date for the tender period having closed on 16th August 2021. Delivery is expected at the Newcastle Upon Tyne location in the North East of England.

This contract presents significant opportunities for small and medium-sized enterprises (SMEs) as well as voluntary, community, and social enterprises (VCSEs) keen on expanding their business in the consultancy sector. Businesses that specialise in HR consultancy, organisational development, and benchmarking services would particularly benefit from engaging in such tenders. The requirement for detailed analysis and recommendations for improvement will necessitate expertise in human resources and transformation strategies, making this an attractive opportunity for qualified firms aiming to enhance the people functions of organisations.

## Notice

In order to continue to drive and deliver excellence within our People Function we recognise the need to explore current best practice in similarly complex organisation and benchmark ourselves to these to identify areas of necessary improvement. We recognise that a modern "best in class" people function is required to ensure the successful delivery of the new CQC Strategy and related transformation programme. Within this we drive to be both efficient and effective and recognise the essential requirement to have technology and process that enables and empowers managers and all colleagues to successfully undertake their role In order to achieve this, we would expect 3 distinct phases of this work representing the scoping, research and reporting elements of this project. The ultimate outputs of this piece of work would therefore be a report, based upon research and analysis, that highlights current good practice in the wider people / HR environment, benchmarks CQC's People Function against this and makes recommendations for improvement focussed on short, medium and longer term deliverables. These recommendations must also include the expected benefit for each in order to support a benefits realisation and evaluation exercise.
