## Summary

The Greater Manchester Health and Social Care Partnership (GMHSCP) is currently in the planning stage of procuring an enhanced self-sampling service for HIV and sexually transmitted infections (STIs), with a total contract value of approximately £129,000. The intended contract duration includes 2 months for setup and 2 years for service delivery. This early market engagement process is aimed at gauging the interest of potential providers, with the engagement period ending on 28th May 2019. Interested parties are advised to register on the EU Supply Portal under Tender Reference 35645, with the procurement process expected to commence in June 2019 to facilitate service commencement by August 2019. The service is focused on delivering kits and support for individuals at high risk of HIV infection in the North West region of the United Kingdom.

This tender presents a significant opportunity for businesses in the health and social care sector, particularly those specialising in HIV/STI testing services, kit provision, and patient care pathways. Organisations with experience in managing self-sampling services or those that can demonstrate flexibility in service delivery and results management would be well-suited to participate. Companies interested in contributing to public health initiatives and aligning with the goals of the Fast Track City initiative should consider this as a viable opportunity for business growth, as GMHSCP is particularly looking to engage with small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs).

## Notice

Greater Manchester Health and Social Care Partnership (GMHSCP) is currently developing its service specification in preparation for commissioning an enhanced self-sampling service. The purpose of this engagement is to inform the market of GMHSCP's intention to procure the service, and to assess the level of interest from capable providers who may be interested in delivering this service in the near future. The contract duration will be 2 years (delivery) and 2 months (set-up) and total contract value will be in the region of PS129,000 inclusive of any applicable VAT. We are looking for a partner to provide HIV and sexually transmitted infections (STI) self-sampling kits, lab and robust results management and pathway to care and support for a new targeted service (a 'membership' scheme) provided by PaSH (Passionate about Sexual Health) for Greater Manchester residents who are at highest risk of acquiring HIV. The kits will be provided online in response to a tailored plan by the PaSH service for approximately 100-150 individuals per year, and for offline distribution for a further 300-500 individuals. Flexibility for kit provision and confirmation of engagement in treatment, care and support of those with a positive/reactive result is essential. GMHSCP are commissioning this project as part of the 'Ending all new cases of HIV in Greater Manchester within a generation' programme (HIV-e). Greater Manchester has signed up to the Fast Track City initiative, a global partnership committed to the aims of the UNAIDS objectives. Branding will need to align with the HIV-e programme. At this stage, GMHSCP is only looking to gauge potential interest. It is possible that this prospective contract opportunity may be subject to a competitive procurement process to enable GMHSCP to identify the most suitable and qualified provider to deliver the service. Any such procurement process is likely to commence in June 2019 to enable service commencement in August 2019. Detailed below is a hyperlink to further information regarding this programme and providers wishing to express an interest should register on https://nhssbs.eu-supply.com and look for Tender Reference 35645 no later than 4pm on 28th May 2019.
