The Council has already embarked upon a decade long programme of fleet electrification and asset and stock decarbonisation while planning long-term investment in low-carbon heat networks. However, it wishes to validate those work programmes and the funding required with independent and scientific justification. Consultants are expected to produce three key elements of this work: * The borough's greenhouse gas emissions baseline * Routes to decarbonisation and a model/way to track progress post-contract * A final Zero Carbon Roadmap, setting out milestones and interventions The findings are expected to be approved by Cabinet in the early part of 2021 . Interested parties will be expected to return an electronically completed response and should apply for the Expressions of Interest Pack from neil.pearce@lbbd.gov.uk.
