To deliver this promise an Air Quality Action Plan "Healthier Air for Leicester" (AQAP) was devised and adopted in 2015, https://www.leicester.gov.uk/media/180653/air-quality-action-plan.pdf This plan is focused on particulate matter of 10 microns or less (PM10) and nitrogen dioxide (NO2) measures. This procurement would go some way to identify and formulate new measures which would address our particulate matter levels of 2.5 microns or less (PM2.5). Leicester is fully compliant with all current national air quality objectives except for the annual mean for NO2, for which an Air Quality Management Area around the City Centre and along arterial routes was introduced in 2000. However, if World Health Organisation (WHO) targets are applied the city would also fail to meet PM10 and PM2.5 targets. According to Automatic Urban and Rural Network (AURN) figures, Leicester is the joint 4th most polluted area behind Port Talbot, Swansea and Gillingham in respect to PM2.5. The figure of 12ug/m3 is higher than that of London.
